Horsey areas close to the beach?

Most of California is so anti horse as most of the areas where there were once horse farms are now apartments and town houses. I live in North West Florida, Horse country, There are lots of horses here, If you live on 5 acres or more of land you probably own a couple of horses, and I am about 40 miles from Panama City Beach.
